[EN]In recent decades, problems related to the accessibility and sustainability of science have increased, both in terms of the acquisition and dissemination of knowledge and its generation. Policymakers, academics, and, increasingly, citizens themselves have developed various approaches to this issue. Among them, citizen science is distinguished by making possible the generation of scientific knowledge by anyone with an interest in doing so. However, participation alone does not guarantee knowledge generation, which represents an epistemological challenge for citizen science. Simultaneously, economic and (...) socio-institutional difficulties in science governance and maintenance have grown. To solve those problems, several market elements have been introduced, a solution rejected by those who consider science as a public good that states must guarantee. Alternatively, research and work on the commons are growing worldwide, the concept being extended from natural resources to knowledge resources. In this chapter, we propose science as a commons, underlining the essential role of citizen science. Difficulties also apply to citizen science itself, but the increasing development of a multitude of projects based on cooperation favours the conditions required for its sustainability and quality. Our philosophical proposal is based on empirical knowledge about citizen science coupled with socio-economic concepts, according to a sociopolitical epistemology. (shrink)

La búsqueda institucional de una innovación responsable se ha centrado en gran parte en el control de los impactos negativos del progreso científico-tecnológico. Así, las propias dinámicas de la ciencia y la tecnología han tendido a abordarse como un fenómeno autónomo, impermeable al escrutinio crítico. Sin embargo, iniciativas más recientes de las políticas científicas de la UE, tales como Responsible Research and Innovation u Open Science, dicen abogar por que los propios procesos de ciencia e innovación sean objeto de debate (...) inclusivo. Aparentemente representativas de un avance sustancial respecto al modelo de control de riesgos, su capacidad para transformar las prácticas científico-tecnológicas es, sin embargo, también limitada, al verse constreñidas igualmente por un horizonte normativo caracterizado por la asunción de que el progreso tecno-industrial es por principio armonizable con todo tipo de hitos sociales, ecológicos y sanitarios. The European Union is strategically committed to the development of nanotechnology and its industrial exploitation. However, nanotechnology also has the potential to disrupt human health and the environment. The EU claims to be committed to the safe and responsible development of nanotechnology. In this sense, the EU has become the first governing body in the world to develop nanospecific regulations, largely due to legislative action taken by the European Parliament, which has compensated for the European Commission’s reluctance to develop special (...) regulations for nanomaterials. Nevertheless, divergences aside, political bodies in the EU assume that nanotechnology development is controllable and take for granted that both the massive industrial use of nanomaterials and a high level of environmental and health protection are compatible. However, experiences such as the European controversy over agri-food biotechnology, which somewhat delegitimized the regulatory authority of the EU over technological safety and acceptability, arguably show that controllability assumptions are contestable on the grounds of alternative socio-economic and cultural preferences and values. Recently developed inclusive governance models on safety and innovation, such as “Responsible Research and Innovation”, widely claim that a diversity of considerations and issues are integrated into R&D processes. Even so, the possibility of more radically alternative constitutions of socio-technical safety seems to be seriously limited by the current ideology of innovation and economic imperatives of the global, knowledge-based, capitalist economy. How should we think of perceptual experiences qua dynamic phenomena? Against an increasingly popular Heraclitean approach that frames them as irreducibly dynamic, the present book argues that perceptual experiences may be described in terms of non-dynamic categories, such as properties, relations, and states.

The process of democratic consolidation in Mexico has not resolved the issues of trust in public institutions due to the lack of mechanisms to implement public policies related to transparency and accountability. Municipal governments have struggled to meet transparency and accountability obligations due to the heterogeneity in their demographic, economic, cultural, and institutional composition. In the case of Sonora, most municipalities have faced difficulties in fulfilling these basic information obligations on their portals and assuming responsibility for the management of resources. The aim of this study is to explain the main factors that have hindered the fulfillment of these transparency and accountability obligations in the municipalities of the state of Sonora and to analyze the institutional instruments involved. This research reveals findings on the relationship between transparency and accountability policies and the municipal institutional design, and how the latter has represented an obstacle for the efficient implementation of these policies in Sonora’s municipalities. Aberrations introduced by the atmospheric turbulence in large telescopes are compensated using adaptive optics systems, where the use of deformable mirrors and multiple sensors relies on complex control systems. Recently, the development of larger scales of telescopes as the E-ELT or TMT has created a computational challenge due to the increasing complexity of the new adaptive optics systems. The Complex Atmospheric Reconstructor based on Machine Learning is an algorithm based on artificial neural networks, designed to compensate the atmospheric turbulence. During (...) recent years, the use of GPUs has been proved to be a great solution to speed up the learning process of neural networks, and different frameworks have been created to ease their development. The implementation of CARMEN in different Multi-GPU frameworks is presented in this paper, along with its development in a language originally developed for GPU, like CUDA. This implementation offers the best response for all the presented cases, although its advantage of using more than one GPU occurs only in large networks. (shrink)

La comunicación que presentamos pretende mostrar las consecuencias que el sistema implementado por el sindicato agrícola Unió de Pagesos en Cataluña -por el que se realiza el reclutamiento, importación y suministro de mano de obra extranjera para el campo catalán- produce: un sujeto limitado en el justo goce de sus libertades y el legítimo ejercicio de sus derechos. La política migratoria la responsable del surgimiento de un sistema tal, cuyo germen está en la relación simbiótica Estado/Sindicato, cuyos intereses -la entrega (...) just in time de la mano de obra y el control social del extranjero- se armonizan en su puesta en práctica. En los alojamientos, infraestructura del sistema, se procura la docilización de los individuos necesaria a su continuo suministro a través de variados dispositivos, entre ellos, normativas de alojamiento, supervisión constante y regímenes de visita. In this article we defend the inferential view of scientific models and idealisation. Models are seen as “inferential prostheses” (instruments for surrogative reasoning) construed by means of an idealisation-concretisation process, which we essentially understand as a kind of counterfactual deformation procedure (also analysed in inferential terms). The value of scientific representation is understood in terms not only of the success of the inferential outcomes arrived at with its help, but also of the heuristic power of representation and their capacity to (...) correct and improve our models. This provides us with an argument against Sugden’s account of credible models: the likelihood or realisticness (their “credibility”) is not always a good measure of their acceptability. As opposed to “credibility” we propose the notion of “enlightening”, which is the capacity of giving us understanding in the sense of an inferential ability. (shrink)

In 1821, John Bowring published, probably with only his own additions, a manuscript of Bentham's under the title of Observations on the restrictive and prohibitory commercial system: especially with a reference to the Decree of the Spanish Cortes of July 1820. It seems likely that Bentham's text was originally conceived as an appendix to a work that Bentham never published, ‘Rid Yourselves of Ultramaria’, a commentary on Spanish colonization.

In some small-scale societies, a sexual division of labor is common. For subadult hunter-gatherers, the onset of this division dates to middle childhood and the start of puberty; however, there is apparently no physiological explanation for this timing. The present study uses an experimental approach to evaluate possible energetic differences by sex in gathering-related activities. The energetic cost of gathering-related activities was measured in a sample of 42 subjects of both sexes aged between 8 and 14 years. Body mass and (...) other anthropometric variables were also recorded. Our results show that the energetic differences in the simulated gathering activities depend only on body mass. Both sexes expend a similar amount of energy during locomotion activities related to gathering. Discarding the energetic factor, the sexual division of tasks may be explained as an adaptation to acquire the skills needed to undertake the complex activities required during adulthood as early as possible. Carrying out gathering activities during childhood and adolescence could be favored by the growth and development cycles of Homo sapiens. Moreover, if most of the energetic costs of gathering activities depend on body mass, the delayed growth in humans relative to other primates allows subadults to practice these tasks for longer periods, and to become better at performing them. In fact, this strategy could enable them to acquire adults’ complex skills at a low energetic cost that can be easily subsidized by other members of the group. (shrink)

This article questions Balibar’s claim that Simondon’s concept of the transindividual does not fulfil all the requirements for a materialist ‘philosophical anthropology’. In fact, we demonstrate that Simondon’s philosophy of individuation, and notably his concept of the transindividual, can be, as it were, included in a genealogy of aleatory materialism. Simondon’s philosophy of individuation is indeed a philosophy of the transindividual insofar as it involves the constant revision of the different historical forms taken by social relations in the coevolution of (...) human beings and their techno-social and natural milieu. Simondon’s way of conceiving anthropogenesis as an open and ‘metastable’ field in which individuals and processes relate to each other maintaining their own knowledge in motion, marks, in our view, a materialist style of thinking. Against this background we analyse Simondon’s overcoming of the dichotomy between the individual and society through a ‘double rejection’, we sketch his theory of a ‘double source’ for social relations, and we explain in what sense, from his perspective, the transindividual ‘can be said in many ways’. Sociotype is a concept that allows a more comprehensive understanding about biosociology of undiagnosed rare diseases (URD). Sociotype is related to a genotype and a phenotype and it is an expression of the individual life world in society. In this paper, semiotic and hermeneutic analysis of papers published and selected about URD is developed. Te perspective followed in this research is aligned with the works of Barbieri and Peirce. Papers with the most social content have been selected and those with (...) a more biomedical content have been rejected. Te semiotics analysis has been divided in genotypic, phenotypic and sociotypic, and related to the hermeneutical perspective. It has been possible to understand the basis of semiotics elements of URD. Te general conclusion is that URD is a particular sociotype with a determined set of social characteristics. Tis paper opens research on the biosemiotic and hermeneutic perspective about URD. (shrink)

Business Ethics: A European Review, EarlyView.

The subtraction argument, originally put forward by Thomas Baldwin (1996), is intended to establish Metaphysical Nihilism, the thesis that there could have been no concrete objects. Some modified versions of the argument have been proposed in order to avoid some difficulties faced by the original argument. In this paper I shall concentrate on two of those versions, the so-called subtraction argument* (presented and defended in Rodriguez-Pereyra 1997, 2000, 2002), and Efird and Stoneham’s recent version of the argument (Efird and Stoneham (...) 2005). I shall defend the subtraction argument* from Alexander Paseau’s (2006) objection that because a crucial premise of the subtraction argument* may have no plausibility independent from Metaphysical Nihilism, the subtraction argument* is not suasive. Although Paseau focuses on the subtraction argument*, I shall point out that Efird and Stoneham could reply to Paseau’s objection in the same way. Thus there are (at least) two suasive versions of the subtraction argument that establish Metaphysical Nihilism. But are those two arguments equally good? I shall argue that the subtraction argument* is preferable to Efird and Stoneham’s argument. (shrink)

While there is significant consensus that undergraduate medical education should include bioethics training, there is widespread debate about how to teach bioethics to medical students. Educators disagree about course methods and approaches, the topics that should be covered, and the effectiveness and metrics for UME ethics training. One issue that has received scant attention is the timing of bioethics education during medical training. The existing literature suggests that most medical ethics education occurs in the pre-clinical years. Follow-up studies indicate that (...) medical students in their clinical rotations have little recall or ability to apply ethics concepts that were learned in their pre-clinical training. Trainees also report a desire for medical ethics to be taught in the context of practical application, which would suggest that the timing of pre-clinical ethics education is flawed. However, moving bioethics training to the clinical years should not be assumed to be the solution to the problems of recall and theory application. We argue that the effectiveness of timing bioethics education will depend on when medical students witness or experience particular categories of ethical dilemmas during their training. Our overarching hypothesis is that ethics education will be most effective when the bioethics training on a particular topic correlates to experiential exposure to that ethical issue. The purpose of our current study was to describe medical students exposure to particular categories of ethical conflicts, dilemmas, or issues. Our results may help bioethics educators better strategize about the most effective timing of medical ethics training in UME. (shrink)

Background: In Hospital Emergency Department and Emergency Medical Services professionals experience situations in which they face difficulties or barriers to know patient’s advance directives and implement them. Objectives: To analyse the barriers, facilitators, and ethical conflicts perceived by health professionals derived from the management of advance directives in emergency services. Research design, participants, and context: This is a qualitative phenomenological study conducted with purposive sampling including a population of nursing and medical professionals linked to Hospital Emergency Department and Emergency Medical (...) Services. Three focus groups were formed, totalling 24 participants. We performed an inductive-type thematic discourse analysis. Ethical considerations: This study was approved by ethical committees of Ethical Commitee of Clínic Hospital (Barcelona) and Comittee of Emergency Medical Services (Barcelona). The participants received information about the purpose of the study. Patients’ anonymity and willingness to participate in the study were guaranteed. Findings: There were four types of barriers that hindered the proper management of patients’ advance directives in Hospital Emergency Department and Emergency Medical Services: personal and professional, family members, organisational and structural, and those derived from the health system. These barriers caused ethical conflicts and hindered professionals’ decision-making. Discussion: These results are in line with those of previous studies and indicate that factors such as gender, professional category, and years of experience, in addition to professionals’ beliefs and the opinions of colleagues and family members, can also influence the professionals’ final decisions. Conclusion: The different strategies described in this study can contribute to the development of health policies and action protocols to help reduce both the barriers that hinder the correct management and implementation of advance directives and the ethical conflicts generated. In this paper, we analyse the two possible lines of argument, one formal and the other of substantive nature. Both originate in Aristotle, but neither of them are conclusive in my opinion.

En su Idea para una historia universal, Kant apela al supuesto regulativo de un «plan oculto de la naturaleza» para justificar su concepción ilustrada del progreso de la humanidad en el curso de la historia. Este planteamiento está gravado, sin embargo, con una dificultad: los logros técnicos y políticos sólo pueden consolidarse mediante el progreso moral de la humanidad, el cual no puede, a su vez, ser garantizado por la teleología natural. En textos posteriores de Kant esta dificultad cobra protagonismo (...) y termina provocando una profunda transformación de su concepción de la historia universal, máximamente explícita en el libro sobre la religión. Elaboramos una versión del disposicionalismo experimental que esclarece la relación entre capacidades y leyes fenomenológicas. Tras algunas consideraciones introductorias, presentamos el disposicionalismo experimental en vistas de las nociones de modalidad física y ambiente de estímulo. Trazamos las líneas generales para una epistemología experimentalista de las capacidades y esclarecemos la modalidad física e invariancia de las leyes fenomenológicas. Luego examinamos las generalizaciones físicas y extrapolaciones de las leyes fenomenológicas y exponemos el caso de la ley de Fresnel, que ilustra aspectos de (...) nuestro argumento. We refer to hospitalized convicted hunger strikers in Padua Hospital who decided to fast for specific reasons, often demanding, to be heard by the judge, to complain about the existing custodial situation or to claim unjust treatment. The medical ethics of hunger strikers are debated because the use of force feeding by physicians is widely condemned as unethical, but courts, in Italy, sometimes order to transfer the convicted person to hospital and oblige healthcare practitioners to perform forcible feeding. This can (...) engender a profound insecurity for the physicians taking action on the one hand, while preventing patients from fully availing themselves of this principle of self-determination on the other. Physicians are mainly concerned about how to manage this situation and they may request ethical consultation. When it comes to managing hospitalized hunger strikers, the ethics consultant may be able to facilitate the relationship between physicians and hunger strikers, enhance the latter’s trust in the former, ensuring that strikers are aware of the risks associated with their fasting, and helping them to arrive of their own free will at the right decision concerning their behavior and their demands. El presente trabajo explora y sistematiza la concepción de lo cinematográfico en la obra de Martin Heidegger desde su primera mención en su bibliografía en 1929 –_Introducción a la filosofía– _hasta sus apuntes personales y sus seminarios de 1944. En primer lugar, pretendemos contribuir a la clarificación de un aspecto apenas tratado en los estudios de su filosofía del arte: su conflictiva relación con el cine, entendido siempre o bien como un proceso de exhibición vinculado con la vertiente nihilista de (...) la técnica o como un entretenimiento banal para las masas. En segundo lugar, pretendemos contextualizar y explorar una colección de textos que pueden ser entendidos como una discusión más o menos explícita con los mecanismos de control cultural de la UFA de Goebbels, tomando como referencia tanto aquellas intervenciones realizadas de manera pública –especialmente su primer seminario sobre _Heráclito _de 1943–, como sus propias anotaciones privadas consignadas en los _Cuadernos negros_, las _Meditaciones _y los _Apuntes_. The current anti-doping policy in sports has enormous costs in economic, social, and human terms. As these costs are likely to become even bigger with the advent of bioenhancing technologies, in this paper I analyze the reasons for this policy. In order to clarify this issue, I compare sports with dance, an activity that has many similarities with sports but where there are no bans on performance enhancers. Considering the World Anti-Doping Agency (WADA) criteria for banning a substance, we argue (...) that two of them, the potential to enhance performance and the risk for health, are similar in dance and sports, thus I claim that the difference had to be in the so-called “spirit” of sports and dance. After looking into this matter and analyzing the special case of dancesport, I conclude that the main difference can be found in the competitive character of sports and the subsequent concern about competitive justice.
